FMI deruleaza programe de imprumut cu o serie de tari din estul Europei. Cateva dintre aceste tari ies din criza economica mult mai puternice decat inainte, in timp ce altele se zbat, incercand sa gaseasca noi surse de crestere economica.

Ce face FMI in acest moment pentru tarile care au revenit la crestere economica? Ce trebuie sa faca pentru a ajuta natiunile care inca au probleme? Ce trebuie sa stie FMI despre efectele programelor sale? Seful FMI, Dominique Strauss-Kahn, Managing Director, se va adresa Parlamentului Romaniei la data de 30 Martie. Inainte de a-si sustine discursul, vrea sa auda parerea ta.

    Dear Sir,
    My name is Vali. , i am 29 years old and i work as internal auditor in a bank, here in Romania. I have some questions for you:
    1. What's your point of view regarding the necessity of implementing a global coherent political system non-national and pan-economical (also transcontinental) ?
    2. How could this (1.) hurt the ideas of individual national identity and individual freedom?
    3. Considering the nowadays economical and social conditions (obviously the same as after the 1929 crash) do you consider necessary a new world war or this situation might be resolved through implementing a new way of conceiving the idea of State and Nation ? (more global, less national). Might this plan be implemented through a global statal default (let's say .. in 2012-2013)?

    What is your position in regard to fractional reserve banking? Doesn’t fractional reserve banking place undeveloped and developing nations at a significant disadvantage versus developed countries? If most states would not have had central banks to perpetually increase monetary base, tamper with monetary mass and arbitrarily impose interest rates would we have reached the financial disequilibrium’s that generated the current world wide financial crisis?

    Care este in momentul de fata pericolul mai mare pentru tarile dezvoltate si pentru tarile in dezvoltare (cum este Romania):

    - inflatia galopanta
    -deflatia

    Ce poate face FMI pentru a contracara aceste pericole?

    Multumim pentru timpul acordat.

    Suntem un popor derutat, nedisciplinat, condus de un Parlament ineficient in rolul sau si de un Guvern care se straduieste fara viziune.
    BNR administreaza cu seriozitate fluxurile de bani si este varful de incredere al romanilor in acest context.

    Multe fonduri administrate de guverne anterioare au fost risipite/diluate dupa interese politice. Suntem in criza dar nu gasim consens pe solutii pentru ca se exceleaza pe separarea : PUTERE si OPOZITIE .

    Ce face FMI pentru a genera disciplina financiara si economica intr-o tara cu datorii, condusa politic si guvernamental in disensiune?

    Buna ziua,

    as vrea sa stiu daca FMI va propune guvernului Romaniei masuri pentru combaterea traficului ilicit cu tigari, flagel care a depasit de mult cotele alarmante si cauzeaza pierderi statului estimate la 1 miliard EUR in 2010 - asta presupunand ca nu va creste la 50% asa cum se prognozeaza.

    1. Ati declarat cu putin timp in urma ca va urma in mod cert inca o criza, desi nu poate fi spus cand va avea loc. Intrebarea este - care va fi caracterul crizei viitoare - va fi vorba de generalizarea situatiei din Grecia, sau de fenomene de gen inflatie/deflatie, de probleme sociale generate de somaj?
    Si ce masuri -in mare- considera FMI ca ar trebui luate fata de viitoarea criza?

    2. Ce parere aveti despre ideea tot mai persistenta a unui guvern economic mondial? Care ar fi structura acestuia, mecanismele de functionare, si ce rol ar juca FMI intr-o astfel de institutie?

    La situation économique de la Roumanie est grevée de:
    1) L'incurie d'une administration pléthorique, inefficace, politiquement enrégimentée, structurellement corrompue, obsolète, incapable de comprendre son rôle primordial: celui du service au citoyen et aux agents économiques.
    2) D'une lutte politique sourde, au plus haut niveau, entre des groupes de pouvoir - politique, économique - qui visent la confiscation des ressources de l'État et leur subordination a leurs intérêts prives.
    3) Collusion évidente entre intérêts publiques et monde des affaires;
    4) Le manque d'indépendance de la Justice, devenue de plus en plus une pièce sur l'échiquier de la lutte pour le pouvoir.
    5) Le manque de contrôle de différents "services secrets", devenus - ou redevenus -, eux aussi, des acteurs sournois, néanmoins fort actifs, de la lutte politique.

    Au vu de ce qui précède, que peut reellement faire le F.M.I. pour aider la Roumanie de façon durable et quels sont ses leviers et autres moyens de contrainte?

    1. Ati declarat acum aprox. 1 an ca daca guvernele nu iau masuri de reformare, injectarea de bani in economie nu va avea efect si vor rezulta milioane de someri, tulburari sociale precum si o posibila situatie de razboi. Cum evaluati, in prezent, situatia economica, gandindu-ne la posibile probeme sociale si chiar un eventual razboi? Si daca suntem constienti de acest risc, ce masuri ia FMI pentru a PREVENI, iar nu doar pentru a ALARMA?

    2. Aplicarea programului FMI in Romania adanceste criza, in loc sa o remedieze. Mediul privat e cocosat de masuri aberante care sufoca initiativa privata, mediul public e marcat de concedieri aflate in derulare. Remediem criza cu someri, in vreme ce guvernul face alte cheltuieli exorbitante absolut aberante?

    3. Ce sanse mai are un somer astazi, in afara de a muri de foame? Se gandeste cineva si la el ca persoana sau e numai un numar intr-o statistica? Dincolo de indicatori macro, mai exista si OAMENI?

    1. Cand s-a dorit, prin acordul semnat, inghetarea salariilor si pensiilor ati avut in vedere si inghetarea preturilor? Ati considerat ca in Romania se traieste prea bine? Ne puteti face o comparatie intre venitul mediu din RO si venitul mediu din tarile UE si preturile medii la alimente din RO si preturile medii din UE? In romania platim mult mai mult decat in UE sau USA pe mancare, medicamente, case, chirie, utilitati si toate numai la un salariu mult sub minimul european. Cum senvor diminua aceste decalaje?
    2. Fiind bine cunoascuta influenta sistemului bancar in evolutia economiei, v-ati gandit sa impuneti si bancilor sa nu mai practice rate ale dobanzilor (DAE) mai mari decat media europeana?

    BNR imprumuta bancile la o dobinda de 5% si se imprumuta de la banci la 9%, dobinda la depozite este si ea mai mica. De ce nu se emit bondurile pe bursa, pt a fi cumparate direct de populatie si nu doar de banci? NU e acesta un mecanism de a duce banii de la BNR la bancile private?
    Cit din datoria publica a Romaniei este catre entitati straine?

    1. why do these countries need the IMF?

    2. who IS the IMF (who's interests does it represent)?

    3. Unrelated, i would also like to know if you could provide us with some examples of real success of an IMF programme (writing this, the Argentine crisis springs to mind as a less-than success).

    Romania is facing huge difficulties in absorbing EU funds, because of limited administrative capacity. One of the biggest problem is lack of adequatly skilled personnel. In some cases the EU funds also cover staff of the employees of the Managing Authorities. However the Ministruy of Finance does not allow Managing Authorities to hire this staff , allegedly , because of the IMF agreement.

    This makes no sense, as the employment of this staff does not put any burden on the Romanian public budget. At the same time lack of adequate staff is a huge barrier for the absorbtion of the EU funds, which should help Romania get out of the economic crisis.

    Could you please clarify if indeed IMF has put conditions on the employment of staff to be paid with EU funds?

    What does the IMF do to prevent and discourage international speculators from shorting one currency or another ? The present system does not work.

    George Soros's bet against the euro is well known by now - shouldn't there be another way of establishing true exchange rates between different nation's currencies, free from the gross interference of financial sharks?

    Hello Sir,

    I wonder why IMF moved so fast throwing its money to Romania, because as you can see and accepted, our govt. is using all your money into black-holes - supporting raised pensions that they promised during elections and raised wages to a million of public clerks instead of building infrastructure, reform and public investments.
    Shouldn't you have waited until a full-scale reform was started ? And I don't mean this talk'o'clock without facts that is happening right now. E.G.: govt. is talking about a common pension law for almost two years without doing anything. They talk about firing clerks in the highly inefficient public sector for the same amount of time but almost nothing was done, or better said it was only done the cyclical political cleaning.

    Sorry, but for a young guy like me that always worked into and with the private sector, the arrival of IMF money in this conditions and the way they've been used are just disastrous. Not to mention that private sector will have to support the return of those black-holed money during coming years.

    O criza economica este in mod fundamental o criza de incredere. Sistemul economic actual este in asa fel construit incat v-a genera crize. Inteleg ca rolul FMI-ului este de a trata efectele acesteia. Daca FMI-ul si-ar muta accentul in prevenirea acestora, atunci costurile sociale, umane, financiare, economice ar fi mult mai mici. Sa va dau un exemplu. Speculatiile financiare recente au dus la aceasta criza de incredere intre institutiile finaciare care mai apoi a patruns in economia reala. In esenta pentru a preveni acest lucru e necesar un lucru foarte simplu: tranzactiile financiare sa aiba un corespondent imediat in economia reala. In felul acesta sunt eliminate speculatiile financiare. O economie, cu atat mai mult globarizarea acesteia, trebuie bazata pe crearea de valoare economica reala. In fapt economia reprezinta si o redistributie a banilor, iar cand se permite ca acesti bani sa fie multiplicati de institutii financiare fara a produce o valoare in economia reala, falsa justificarea fiind ca reprezinta o rasplata a riscului, atunci crizele vor aparea inevitabil, costul fiind suportat de omul de rand. Prin experienta sa, FMI are putea emite niste ar putea propune regularizarea pietelor financiare pentru a reflecta principiile enumerate.

    What is the connection between the big investment banks, the rating agencies and IMF?

    Greece: this country is practically bankrupt. It's debt surpasses the annual Greece GDP and it's not clear how much debt was cooked with the help of Goldman Sachs or JP Morgan. Still, the Greece rating, by Moody's and other rating agencies is investment grade, way greater than Romania rating (not so indebted, not bankrupt). Why is then necessary the bailout of Greece by IMF? How more debt will solve the Greece huge debt problems?
    US: this country is one of the few country being rated as AAA by rating agencies. Still, at an annual GDP of 14 trillion $, the deficit (excluding the bailout of some Wall Street big financial firms) will be about 2 trillion $ this year. Moreover, in the next 10 years US will have huge deficits (more than 5% of GDP per year). At the moment, the only way for US to pay his debts is to issue more debt (print money). Why this country isn't taking the IMF medicine (budget austerity, reductions of public expenses etc.)? Is this medicine good for Greece, but not so for US? Please explain!
    Gold: IMF plans to sell some tons of gold. During the last 10 years, the gold price increased by at least 400% in euro, $, yen and other currencies. Why does IMF elects not to sell it's gold on open market, but in private deals with countries? Did IMF negotiated to sell gold to Romanian National Bank?

    Dear Sir, congratulation for your activity as a Managing Director for IMF .

    Couple of questions
    In February this year , IMF completed the 2nd and 3rd reviews of Romania’s economic performance under a program supported by a 24-month Stand-By Arrangement (SBA). The completion of the reviews enables the immediate disbursement of US$3.32 billion, bringing total disbursements under the program to about US$12.60 billion. One of the main IMF conditions placed on troubled countries is that the governments sell up as much of their national assets as they can, normally to western corporations at heavily discounted prices, in order to recover part of the borrowed debt. What is the Romanian assets line up that IMF is interested to make the deal secure?

    One of the other IMF practices is to impose to borrowing governments a decrease on budget spending on the public sectors, but an increase in big building projects such as motorways. The pressure is already obvious in Romania, the government spending and being ready to spend less and less in the public sector. Long term this will trigger mass unemployment and less money available for Education. What are the IMF recommendation that could help the private sector developing and absorbing the public deficits in work force. Please exclude the limited movement to those big building projects that belong anyhow to big western corporations, mainly American.

    What would be the impact of IMF monetary assistance to the Romanian plans to join the Euro currency sometime in the 2010-2014 period.

    1. What should be the best solution for the Romanian state owned companies, which are inefficient, loss generating, and function only due to state aid and state guarantees for a long time? Could privatization be a solution for those companies? Will IMF advise the Government to privatize the problematic state owned companies, in order to reduce inefficiencies and attract foreign investments, in these difficult economic times for Romania?

    2. In times when liquidities and infusion of capital is vital for the markets in order to overcome the current economic crisis, would you encourage the governments in Central and Eastern Europe to be more open to foreign investors, which have the ability to attract the so much needed cash into the economy?

    My question is which are the criteria the International Banks and IFM collect the debts from different countries which borrowed money ? My question is logical based on real facts that there are more countries in EU , we all know about them, like Spain, Ireland, Portugal and Greece which have huge debts to pay back; WHY ONLY Greece has been named in EU and everyone pointed to this country like it is the Evil on Earth as long as in the same situation like Greece there are the other three or even worse?

    Am dori sa ne explicati daca sunteti de acord cu faptul ca in Romania profesorii si medicii trebuie sa primeasca cele mai mici salariii (conform legii unice a salarizarii) dintre angajatii cu studii superioare ai statului in timp ce la nivelul guvernului sunt incurajate investitii aiuritoare si numiri in functii (care privesc bani europeni) facute pe prietenii?     Le Fond monétaire international est né à Bretton Woods. Il a changé plus ou moins de rôle depuis, mais le Fonds monétaire international a toujours surveillé le système monétaire international. De nombreuses dérives, dues à la déréglémentation, ont été observées dernièrement, dérives qui ont données naissances à la crise économique actuelle. Est-ce que le FMI a l'intention d'organiser une grande conférence internationale où l'on discute dans un cadre général de la manière dont les dérives actuelles peuvent être corrigées et de la manière dont une réglémentation au niveau mondiale puisse être adoptée?

    C'est sûre que la demarche serait inverse à la demarche qui à mené à la création du FMI, mais considérez-vous qu'elle serait impossible ou inutile?

    Dear Sir,

    1. Do you think the Romanian public sector is oversized with respect to the Romanian private sector?

    2. Please indicate two-three economic sectors, except Dacia cars production, that can help Romania get out of the crisis. Should they be exporting sectors? Then, which are those in your opinion?

    3. Don't you think that in Romania the unions of the public sectors are too powerful in comparison with the union in the private sectors? Don't you think this is a fundamental of the Romanian economy since 1990, which makes my country weak and susceptible to run huge public deficits?

    What is your opinion regarding the fact that our government still places the real-estate field as one of the main engines of our economy, by issuing the "first house" program (which still allows the buying of old houses), while other sectors are neglected and in deep crisis?
    It is well known that a lot of them are involved in the real estate business and have major loses during this crisis.

    Mr. Kahn,

    I have a question regarding the IMF's point of view on how the Greek economic and financial crisis is going to affect the European currency, especially its global stability and its role in the national reserves of the non-EU countries.
    As more and more economists stated that the euro could be the next global currency, I woud like to hear your opinion on whether or not the crisis of Greece could significantly weaken the Euro's role on the international financial markets, epecially on the long term, and how would this happen. Or do you think it would not have such a strong impact, considering Greece is not that much of an emerging economy at this point?
    Although this matter does not have anything to do directly wth Romania, I woud appreciate if you could take the time to anwer my question, since I am writing a final paper for my bachelor degree in macroeconomics on the euro's global role and its future as a ntaional reserve currency.

    In contextul in care Romania este aproape in faliment iar UE si FMI supravegheaza indeaproape reducerea cheltuielilor bugetare ,in ce masura agreeati intentia autoritatilor romane de a achizitiona 24 de avioane F16 second hand contra sumei de aprox 1,3 miliarde dolari?Este un proiect dezirabil pe timp de criza?Este gata sa mai acorde FMI un imprumut Romaniei pentru a face aceasta achizitie?

    Afirmatia 1 : actualul sistem politic si economic este putred.
    Afirmatia 2 : sistem politic si economic va urma calea afirmata de catre Daniel Bell la inceputul anilor '60.
    Intrebare : se pregateste FMI sa se transforme din "casa de ajutor reciproc" a statelor in Banca Centrala Universala, menita sa gestioneze financiar lumea ?

    Buna ziua,

    Actualmente Guvernul nu a platit facturile catre firme care au executat lucrari publice sant debite inca din anul 2008 firmele care au castigat licitatii pe masura 322 alte lucrari publice nu incep activitatea ptr ca nu primesc avans si nu au nici o certitudine ca dupa receptia lucrarilor isi va primi bani,despre fonduri europene nici nu vreau sa mai comentez sant autoritati contractante care au obtinut finantare pe masura 322 firmele au si executate lucrarile respective pe bani lor insa bani alocati pe aceasta masura nu a intrat in contul primariilor ptr a putea face plati.
    Romania are rezerva valutara de aprox.30 miliarde euro si se imprumuta de la fonduri internationale si de la banci.

    Romaniei i se cere sa reduca ori salarile bugetarilor ori personalul bugetar, ca si conditie pt. imprumut iar Greciei cu un salar minim dublu si datorii mult mai mari ...???
